Is a LCP Required in Germany?
Yes - in Germany, the appointment of a Local Contact Person for Pharmacovigilance (LCP) is mandatory for Marketing Authorisation Holders (MAHs). This requirement is based on EU GVP provisions allowing member states to define national PV contact obligations and is confirmed in the EMA document “Information on the Member States requirement for the nomination of a pharmacovigilance (PhV) contact person at national level – Human medicines requirements.”
The LCP acts as a liaison between the MAH, the EU-QPPV, and the German authorities (BfArM & PEI), ensuring that national pharmacovigilance requirements are fulfilled in accordance with both EU and German law.
In addition, German pharmaceutical entrepreneurs (pharmazeutische Unternehmer) are legally obliged to appoint a Stufenplanbeauftragter (Graduated Plan Officer) in accordance with § 63a AMG. This role includes further responsibilities beyond those of the LCP, particularly in drug safety risk management and quality defect processes.
